Refactor build_android_deps.sh

* Allow building one architecture or all 4 architectures
* Fix paths for ndk r25c+
* Bump libvpx to 1.13.1 to fix CVE-2023-5238
* Add ndk-compat from cpu-features to address missing
  android_getCpuFeatures symbol on android arm64 emulators
