8bf57f1293 Refactor build_android_deps.sh 
* Allow building one architecture or all 4 architectures
* Fix paths for ndk r25c+
* Bump libvpx to 1.13.1 to fix CVE-2023-5238
* Add ndk-compat from cpu-features to address missing
  android_getCpuFeatures symbol on android arm64 emulators

9f4a844c9b Fix buildscripts 
* Fix FDroid build on x86
  * Fix CI build on arm
  * Rename `install_oboe` to `install_android_deps`

... because we add ndk_compat and the function installs
android-specific dependencies.
